GOVERNANCE

Orange County Housing Trust is a designated fund of Neighborhood Housing Services of Orange County, Inc. (NHS OC) a non-profit Community Development Financial Institution (CDFI) and a Charter Member of the NeighborWorks network. NHS OC will create a distinct Governing Body to oversee the trust’s operation. This body will be comprised of representatives from donors, investors and community organizations that determine trust polices, program guidelines and oversight of trust funds.

GOVERNANCE
The Orange County Housing Trust governing body is charged with the responsibility to ensure that the trust fund meets its obligation to the community, the donors and the investors. Specifically, the governing body:

» recommends and reviews trust policies and programs guidelines

» establishes procedures for the distribution of funds

» provides oversight that trust resources are used within the established policies and guidelines

» establishes procedures to monitor and evaluate the effectiveness of the trust in meeting the affordable and workforce housing needs of Orange County

» seeks additional funds to support trust programs

» nominates individuals for appointment to the governing body
The OCHT governing body is comprised of 12 to 15 representatives from donors, investors, community organizations and end users who are appointed by the Board of Directors of Neighborhood Housing Services of Orange County. As appointments are made the Board will look for people who are housing advocates, low income tenants, service providers, government representatives, bankers, realtors, developers and others who have experience with low and moderate income housing. The chair of the Orange County Housing Trust governing body will be a member of the Board of Directors of Neighborhood Housing Services of Orange County.
